I think it's hard to judge how competitive you'd be for certain programs based on the information given. It doesn't seem like your raw stats would hold you back (assuming your sGPA is not a big departure from your cGPA). I'm no expert, but here are some ideas about programs based on your broad research interests to get you started:
Duke - Started the "Regeneration Next Initiative", many P.I.s in the field of regenerative medicine, plus the Duke University Eye Center is well-respected in Ophthalmology
Mayo - Regenerative Medicine Minnesota grant funding, has an impressive Center for Regenerative Medicine. This was recently published about integrating regenerative medicine into curriculum (

University of Minnesota - Ditto on the funding, has the Minnesota Stem Cell Institute, had a couple major pubs in the field recently
Hopkins - Has the Wilmer Eye Institute, Center for Stem Cells and Ocular Regenerative Medicine, tons of research opportunities
A good place to start is to look at publications that interest you in the field. By casually checking the author information each time you read a paper, you may get a better sense for which programs have several potential research mentors that suit you. I also second
