Rutgers accepts few non residents with no connection to the state. NYU is a reach. You could add these schools:
Quinnipiac
Albany
Jefferson
Eastern Virginia
Virginia Commonwealth
NOVA MD
Oakland Beaumont
Western Michigan
Medical College Wisconsin
Rosalind Franklin
Loyola
Creighton
St. Louis
TCU-UNT

Remove:
NYU
U of Arizonas (both accept very few OOS)
Rutgers
Michigan State
UCF
And add the schools @Faha suggested
Edit: also, as a CA ORM with a 515/3.82, I had great luck at Wake Forest. Consider adding it as well.
