is there a big diff b/w these besides the reagent....both yield primary amines right?

That is all I know.
But it must be in the that form or that reaction won't happen.
Reagents are Br2 and OH-
I know the mechanism too, but doesn't matter

Hoffman rearrangement doesn't exclusively yield primary amines.

Gabriel and Azide yield primary amines.
