Are the colors of an academic hood based on the degree or the school?

Yes.

The "inside" of the hood is typically your school colors while the stripes on the outside signify the degree.
From what I remember:
Blue=PhD
Green=MD
Yellow=JD or maybe that's the dentists

I'm not sure if the inside of most hoods have the school's colors, but I know that the color of a hood is based on the degree/field of study.

I guess that I should have prefaced the first reply with "As far as I know..." I was speaking from my own experience, my Ph.D. hood has my school colors on the inside and the blue on the outside. It's been a long time since I looked at it. The last time I did there was a spider living in it. Also my recollection of the other colors (I guess that the dentists get the yellow) was from my commencement several years ago.
