Hello! I was unable to score a full length EM away in California for the months that would allow me a SLOE. Would a 2 week elective like US or peds EM have the same hopeful interview boost to score some West coast love? Or is it the same as not doing anything.

As WCI, do the best with what you can get, but to answer the question asked: no, it will not. It obviously isn't the same as doing nothing at all, but it definitely is not going to have the same effect. Best case scenario is that it will influence your application at that institution with little to no effect elsewhere.
