Anyone know how to determine how competitive a specific residency program is to get into? That is, family practice at a certain place, like Dartmouth or the University of Vermont?

Even though Family Practice is usually a non-competitive program, it all depends. Ideal locations do fill year after year, often with a majority of American grads too (especially the unopposed ones). Odds are you'll get your first or second choice but you still need to do well on your boards and an elective experience at your top choices doesn't hurt.
I don't know about the specific ones you mention, check scutwork.com or ask in the Family Practice forum, they may know..
