How does ECE calculate Equivalent Grades?

My understanding is that ECE converts marks on transcripts into US equivalent grades (4.0 scale). What is the basis of this conversion since marks from a dental school in India would be on a percent scale and different schools in India have a different marking mechanism - some give students high percentages (70% to 80% range) whereas some traditionally give marks in low percentages (60% to 70%).
