How hard is it to get in-state tuition for UMD?

Hi everyone!

I have been researching different threads about this, but nothing seems to be "recent".
How hard is it to become an in-state resident for Maryland? Some say it's extremely unlikely that you will get in-state tuition as a D2, but easier for a D3. Would this be true?

I heard it's very doable. An upperclassman told me nearly every OOS from his class got it. I may have misheard him though. Most people DO get it as long as you follow a check list the registrar provides you with.
