How is the step 1 pass/fail thing going to play out?

How likely is it that they will adopt this change in time for the class of 2021 applications? I’m not sure how serious these recommendations are or if they are more like testing the water, but I worked hard for my score and am going to be angry if they retroactively invalidate that work.
