Not TX specific, but a good rule of thumb (for everywhere other than CA in which case you should double this estimate) is to give yourself 6 mos to get your license in a new state. It often goes faster (3-ish mos when I got mine) but can easily go longer (it took our new Division Chief almost 9 mos to get his license in the same state).

You're far better off having to pay an extra couple of hundred bucks for an extra year of licensure than missing out on starting your fellowship or your new job (both of which will cost you 10s-1000s of times more than an extra year of a license) on time.
 
The average time to process a license in Texas is 3 months from the point where they have all your supplementary documents. So it depends on how quickly you can get them everything they ask for. But if you have a full license in another state, you can get a temporary license if someone will sponsor you.
