Get your application in by the first board meeting for the Army/Navy. Realistically speaking, those are your best bets and you have a decent shot. 21 AA/TS is respectable, but don't count on them relying on your masters GPA.

I was selected for Navy HSCP (which I listed as a preference over HPSP on my application) with 3.2 oGPA and 21 AA. Board review is about much more than GPA. I'd say how you're trending has an impact - I had a 3.0 GPA in my original non-science degree but got a 4.0 for all the science prereqs when I returned back to school.
