See, I think that it might be a Pyrrhic victory, because it was declared a "tax", and you know how much Americans love taxes, and they can be repealed. Likewise, "read my lips, no new taxes", "It's the economy, stupid", and so on, and now someone can just run on the plank of "your member of Congress raised your taxes brazenly and against your wishes as an American".
