If a person just earned his MD degree from a European country, can he specialize in the US/Canada?

He just earned his MD degree from a country in europe. Can he specialize (do his residency) in the US or Canada ? If yes , will he receive just as much money as US medical residents do ?

You must be a Canadian PR/citizen to apply for residency in Canada. If you don't have either, then you're ineligible.
US is possible given your step scores, LOR's, luck etc.
 
No strictly true. Those who have graduated med school in US can apply in Canada for certain residencies. They get lower priority.
