which one of these-loma linda univ, california or univ of kansas, kansas city is good for img to get into cardio fellowship??
and which prog is better?

I would go where you think you have the best shot of getting in. Kansas in the past hasn't taken any IMGs so you should be wary. They tend to be a very inbred program with a smattering of local DO residents.
