Ultimately, when it comes to state residency, it's a burden-of-proof thing. And schools like Colorado assume that you AREN'T a resident, and that it's your responsibility to prove otherwise. "Significant ties" aren't good enough.
I think you could make a case for being a resident, but unless you have a CO driver's license, are a registered voter here, and pay state taxes, I don't think it will work. I did a lot of research on this because I actually moved back to Colorado in order to preserve my state residency, and to my knowledge, being a declared resident of another state automatically disqualifies you. So, I don't think it will work.
