Suppose a candidate has profile which fits the bill for the kind of candidates a program invites for interviews, except for say a CK or CS score which hasn't arrived yet.

So do these applications get put on hold? Or are they screened out completely?

I imagine that interviews are given out with only a step 1 especially since this year, with the delayed score reporting, the majority of applicants will not have step 2 by sep 15

It depends on the program. As an IMG, programs will want to know that you can be ECFMG certified before Match Day. So, for IMGs , it matters.

As to what will happen with your app, that will be program dependent. A program can filter apps such that they only see apps that are "complete" , whatever that means to them. If you don't meet those criteria, your app won't even appear in their queue until it does meet them. They can also do the reverse, and ask to only see apps that don't fit criteria (like IMGs who aren't ECFMG eligible) and then just reject those.

There's no way of knowing how any one program will filter, so just go for it.
