Interfolio: mailing in lors?

Gotta question for those whose writers mailed in the hard copy of their letters to interfolio instead of uploading it: what does the intructions about "sending in this order" mean - i.e., do my writers have to mail in that interfolio form first in one envelope and then mail in the LOR afterwards in another envelope?

same envelope......both the submission form and the LOR should be sent in together....no staples.
