over a 3.0 for sure, research experience helps the most.

I think you got a chance. Getting hired is variable depending on what the PI is looking for (usually research experience) and how much effort you put into it.

When you apply, you put your GPA, class grades, res, and a cover letter on a database. PIs can search for potential students based on GPA, research interest, ugrad school. A ~3.6 is a solid place to be.

You're a lot more likely to get it if you take the initiative instead and email PIs around jan/feb.
 
In addition to putting yourself in the database and cold-emailing PIs, if you did research in undergrad, see if any past PIs/mentors can put you in touch with people at the NIH who they've collaborated with, who are in the same field, and who they know.
