Is a certificate enough? And what level?

I'm curious... I know that there are Doctoral programs in Epidemiology, but if a person had a Doctorate in Medical Science or Health Science and they wanted to be an Epidemiologist, would a certificate in Epidemiology be enough to get them there? And if so, would it need to be general? Graduate? Or Post-graduate?

I've seen certificates in Epidemiology being offered at Johns Hopkins, Eastern Virginia Medical School, and Benedictine among others, I'm just unsure of which certification program is most well-known to the field.
