General Is a letter of recommendation from a long commit required?

I have been doing research for 2 semesters and 1 summer. However, my pI wasn't so enthused about the progress I made in lab. Although I came in and did my part, my work didn't amount to anything and my pI is kind of frustrated at me. I originally thought he would write me a very strong letter of recommendation considering how much hours I have put into the lab (about 800 hours). However, now I feel like he could hurt my application very much if he were to write me a letter of recommendation. My question is, will ADCOMs raise an eye at my application if I didn't have a letter to supplement my application when I have been here for so long?
