I am trying to sync anki on my laptop but it says

same thing on my android phone


anyone getting the same thing?

This happens occasionally. Usually you wait a while and it will come back up. Until then, don't make any changes which require a full sync (change Note Type, etc) and you'll be good...at worst you'll repeat a bunch of reviews.
