Is army meeting their recruiting numbers lately

I am waiting on a waiver decision for a history of juvenile cataract surgery. I now have correctable vision to 20/20 in both eyes but have been told a waiver will likely depend on if the army is meeting their recruiting numbers. Does anyone know if they are? I am going to the national guard if that makes a difference and my recruiter said in my state there are 3 other people applying this year and one of the other ones needs a waiver too.

I am a active duty, reserve Army healthcare recruiter. I would be glad to answer any questions you have...however if your dead set on national guard I don't know much about those programs. They just added a huge number to our mission this year for reserves and active duty but not sure on national guard.
