Most schools accept apps into December so if you're talking about regular standards its average, SDN standards its late

I'd say submitting secondaries now is average to getting close to late; in speaking with LOTS of schools last year and this spring, I found that in general submitting a secondary through end of August, schools did not consider a secondary remotely late. Sept, and you're pushing it a little, one school said 1/2 of all apps were generally received by 10/1. October is not outside the reasonable realm, Nov is pushing it, December and you've got very little chance regardless of the posted school cutoffs for secondaries being submitted.
