Is it still acceptable to send letters of intent? (Texas applicant)

I'd like to send a letter of intent to my top choice here in Texas, but I have a few questions. First, is it something people actually do, considering the whole match thing in Texas? Second, how is this written? Can I send an email to the admissions office saying I plan on intending if I get accepted, and a few sentences on why?

Don’t send anything like this at this time. Wait until after Match Day in February, and if you find yourself on Wait Lists you might want to send an update letter to your favorite WL school to tell them anything new and reaffirm your interest. Best case, you will be matched in Feb and you won’t have to write anything!
