I think the best thing to do for you would be, contact that professors you want to get the LOE's from, and in the mean time, strengthen all the other aspects of your app and submit. You will have time between submitting a primary, getting a secondary, writing the secondary, submitting the secondary, and admissions committees reviewing the secondary application before they need to see your LOE's. And even then my guess is there is some leeway on the LOE's!
