Letter of Intent after getting waitlisted?

Hello, I got waitlisted by my state school. This is my first choice school. Does sending the letter of intent help significantly to increase chance of getting off the waitlist? I already made an appointment to speak to admissions how I can improve my application for next year just in case I don't get off the waitlist. During appointment, I am planning to reiterate that I really want to go to their school. Should I send the letter of intent as well?
