Checking different pre-med websytes, I came across one that talked about things that people that have been put in a waitlist should do to try to get accepted. One of the recommendations was to write the dean a letter of intent, telling her/him that if accepted you'll definetely go there, etc, etc.
I've been calling the admin office every three weeks since February when I got waitlisted at VCOM. I feel that I'm running out of time and I don't know whether or not writing this letter would sound too desperate. Any advice?

I doubt seeming desperate is among the reasons to reject you. The way I see it you have nothing to lose, and maybe a whole lot to win...I would do it. Best Wishes
 
A letter of intent couldn't hurt. At this point you need to play all of your cards. Keep the school updated with your volunteer work and transcripts also.
