Letters of Recommendation Pre-secondary??

Once the schools have your primary application can you start sending the LOR before secondaries are requested? If I haven't recieved a secondary from a school will they throw my LOR out, or will they keep it on file? I was just complete last week with my primary and haven't had responce from all the schools yet. I know I am late, and want to try to speed things up a bit. I would appreciate any advice.
