Lutheran Medical Center AEGDs

I checked their website... because they have so many sites, you can't really find specific answers. Why do they have so many unfilled positions (they could accommodate 80 residents, yet they only have half)? Anyone has any idea of previous residents' experiences? I'm interested in the centers in California / Hawaii. Any info is greatly appreciated!!
