i don't undersand why III can't also be considered a stable conformation of substituited cyclohexane

It's not that it is not stable, but that it is not axial (I'm recalling this from memory, so correct me if I'm wrong). It's not axial b/c although it is in the 4 position, it is dashed, so the position is reversed. (I believe).
