Undergrad (SDSU)
GPA: 3.8 (upward trend)
sGPA 3.7
(Senior)

ECs:
250 clinical hours
Intern at UCSD moores cancer center - 1 publication (300 hours)
- presented my publication at the International cancer education conference (2014) in clearwater florida
SDSU cardiac myocytes regeneration (stem cell research) - 500 hours
- Possible publication, although it would be published 2 years after I graduate.
Shadowing (OR - anesthesiologist) 80 hours.

Flying Samaritans
Set up a medical camp for underprivileged pakistani youth (in pakistan)
Question
MCAT I should aim for to get into a top tier school in California? (UCSD, UCLA, etc.)
MCAT for a mid tier school in California? (UCD UCR USC etc.)

I understand that I am missing a big chunk of the pie by not having taken the mcat. I just wanted to know the scores I should be aiming for.

The median MCAT for all the schools you have listed is:
USC: 35 (517)
UCSD: 35 "
UCLA:34 (515-516)
UCD: 32 (512-513)
UCR: 30 (remember, this is a mission-based school with a small class size and a charter to provide physicians for the IE), (508-509)
