medicare funding when switching during internship

anyone know what the official rules are regarding medicare funding when one seeks to change programs during the middle of the intern year?

i've heard contradictory things, one opinion being that your funding follows you if you are released by your old program, the other being that your funding does not follow you to the new program no matter what.

i know that during special cases when programs are closed suddenly (eg katrina), residents needing to find programs mid-year have been able to retain their medicare funding.
