Medmal reform in Florida?

I read something in the ACEP daily news bulletin about medmal reform bill for EDs in Florida.

I don't get it. Why target only ED care?

I'd imagine because of EMTALA. We can't choose our patients, or fire the non compliant idiots. We take care of people who have no intention of ever paying us, and are expected to eat the cost. As such we're a different group because anyone who comes to the door gets some kind of care. So there's some push to provide more legal protections for those whom the government forces to see under any condition.
