Miami's grading policy

I have heard from some that the University of Miami has a cut throat grading policy that insures a certain percentage of students will not pass (each test, each year). The spots that are opened are filled with transfers from Caribbean schools. Is this true??

Sounds like an urban legend or an old folk tale told to scare kids, do well or the Carribean students will take your spot!
