Midwest PGY-1 categorical surgery for SE categorical surgery

I'm currently a PGY-1 prelim that matched into a categorical PGY-1 (for this July) at the program in which I did my prelim surgery year. I want to swap my position for a southeast surgery program. Given that I have a full PGY-1 of rotations done, I can theoretically swap with a PGY-2, but keep in mind my categorical position is a PGY-1
