NBDE for international dental student

hey guys,
my friend is a student back home and he wants to take nbde b4 he finishes the school.
he asked me about the requirement of a dean letter or a paper from the school or something like that.

can you please explain the steps for the students ? like is their an ECE or what ?
when will the ADA ask for a dean paper? and what if it is late more than six months ??

any info is appreciated !
