Hello, I just found out that they've announced both exam dates (Feb / Aug) next year already. My plan is to beat this exam this Feb. But I do worry that if I have to take it again next August, would there be enough time for me to use that score for apply in that cycle?

Assuming the score will come out around August 24th-25th. The deadline of the earliest program will be September 1st. What should be a good strategy regarding application submission time?

You should have enough time, as the majority of programs don't review applications until early September. They will also know of the incoming torrent of CBSE scores from the August test takers.
