NHSC Loan repayment application...got the job, now what?

So I was offered a position at a qualified clinic. I get to quit my crappy associate job. It's been a good day. So now I need to go about applying for the NHSC loan repayment funds. I checked out the NHSC website and it said something about the application cycle being closed and applicants being notified by October 15th. Has anyone done this? Assuming I get the funds, do I have to apply for next years cycle? Would I potentially not get any funds for another year or are they awarded on a rolling basis? At that point are the funds/commitment retroactive, i.e. do I get credit for my time between my hire date and the date that the funds are awarded? I'll be making some phone calls tomorrow, but any help would be appreciated.
