No Decision?!?!

So I got a letter today saying there has been no decision made on my application. This is post-interview. It also said that they would let me know the final decision no later than April 7th. I think that means I've been placed on the waiting list, but I didn't think they gave you a timeline of when they will next contact you if you have been placed on the waitlist. So what extactly does this mean? Good or Bad??

I got one of these letters in november! Have you heard anything because april 7 has come and gone and I still haven't heard anything. I also am curious as to what it means that my application is still under review. I wonder if this equates to what the waitlist will be?

Just a guess but:

No list means that you are not accpeted or rejected yet and the comitee will continue to discuss you as they have further meetings, if by May 15th they still havent decided on that date No Decision becomes Waitlist.
