Don't give up. I just finished secondaries at all of the UCs in Late November (I RE-applied at the very last second...). Think about how *I* feel.
The UCs all screen, closely- I spoke to the dean at UCI and she was adamant about screening everyone, so it might be that they're taking time to scrutinize their applications.
UCSF is definitely still interviewing, and will be until March.
As to the "on hold" status.... Send in as much updated info as you can around early March, *OR* call the dean and ask what you can do to change your position. If you have begun a new job, send in another recommendation (I did this last year, even though it didn't do much for me, obviously...).
And, if you look at the postings, a lot of people are still waiting or are still being invited for interviews. Take a deep breath. See what happens...
Of all things, DONT PANIC. No matter what happens, you'll be fine- and I'm sure you'll enjoy wherever you end up attending. Even if you have to re-apply, you get a chance to learn something new while strenghtening your application- for me it was to come down out of the wilderness and actually work in an inner-city clinic - which I absolutely love (and now I know how to draw blood and give injections and know more about medi-Cal/insurance/etc).
My point is, regardless, *DONT* give up, and relax... it's a big thing, I know, but send letters of intent in March and keep your fingers crossed. Don't be afraid to ask admissions office staff as to what you should do (they are often very helpful when you are polite on the phone). One of the UCDavis folk was awesome and very supportive last year-
