Is it useful to send a letter of intent to a school that does not have rolling admissions before a decision is made (i.e. you have not yet been put on a waitlist)?

Yes, it is useful, albeit increasingly less useful as you go up the ranks. Boston, for example, considers letters of intent prior to final decisions.
