Not waiving your LOR rights?

    So how common is it for applicants, especially IMGs, to not waive their rights to see the LOR? Does it make a difference what specialty they are applying to? For ex would family medicine or internal medicine care less than say Neurosurgery? Do PDs ever not interview somebody because the applicant did not waive the right to see his/her LOR?
