If memory serves me right there is a pretty big swing in the success rate based on the awarding institution. If you play around on the NIH's RePORT website (http://www.report.nih.gov) you should be able to find the breakdown of NRSA success rates by institution. I know that last year the overall success rate for F30's was ~49% so regardless of the institute you will probably never have a better chance of obtaining NIH funding in your career.
