Technically, yes. Nursing home "residents" are considered medical patients, and most of them are there because they require 24/7 medical treatment of some sort. They can't do it themselves, so licensed medical staff (nurses) take care of them, much like a hospital.
I've never heard anyone question it being a medical setting.
