I am a senior in UCSB and am planning to apply to SCCO this September. I was wondering if I would apply next year again would i have to retake the OAT and get new letters of recommendations to update my application?

i highly recommend contacting scco. they are really friendly about helping you out with all your questions. it's a good thing to get them to know who you are. they like to see prospective students contacting them. it shows strong interest in the school and profession.

I took my OAT my senior year and applied the next year to SCCO. No problems. I graduated one quarter late.

If I remember correctly, admission tests, such as the OAT, are considered valid by most schools for two years.
