I'm shocked if the certifications were "completed." The oral boards were done what? April 30th?
That means they had only a week an a half to grade and normalize all the scores.
When I took the boards in 2005, I believe it was Sept 26 2005 and the official results were online on a Thursday October 27, which means a minimal of 4 weeks. The ABA website was extremely slow that Thursday since everyone was checking so I knew something was up. Plus those who were on their 3rd and last try, I notice the ABA had taken off their names in terms of board eligibility. Than around 4PM, I saw my name with the board certificate date listed as September 30th.
I think my sister took her ABA orals in April 14 2008 and I am definately sure the results were posted to the web on May 15 2008(again a Thursday)
So there's around a 4 week lag.
Could the ABA have improved their grading that quickly in less than 2 years? This is the ABA we are talking about here. They aren't exactly movers and shakers in terms of getting things up to speed.
