So if my orders say that

GOVT QTRS NOT AVAILABLE

does that mean I have to find my own off base housing for the month that I'm doing my ADT?

Yes, that is correct. It also means that you will get the off base per diem for that month. Actually, this is a good thing. Enjoy trying to eat anywhere from 30-50$ per day of food. If you plan right you can make a decent $$ off the ADT.

Just go to the galley at the base and get them to stamp your orders "messing not available"
