I am curious which schools allow for in-state tuition after the first year if you are OOS. And if so, how to apply for the residency. Also, how strict is Texas for in-state? Could anyone help me out?

All i know is that Uconn and maryland do this (i don't know about other schools)

I don't think it's possible to get in-state tuition in Texas unless you apply as a resident of texas. It's nearly impossible to get accepted there if you are an out of state student (they are extremely unfriendly to out of state applicants), so I wound't put very many eggs in that basket.
