Currently trying to decide between Penn and University of Georgia. Im OOS for both, and with a recruitment scholarship from Penn, UGA tuition would be ~14,000$ more expensive. I know they do scholarships at UGA after the first semester etc... how common are the scholarships and could I expect something significant? I want to factor in cost of living for both places into the "financial" considerations as well.
