For those of you who are re-applicants...Do they review the personal statement from the first application as well, or just the most recent one?

When you fill out AACOMAS, it asks you to click the schools you have applied to in the past. The schools see this, and they keep the reject pile for some time. They will more than likely look to see if you have recycled your PS from the previous year.
